Base 对象
The Base object represents an HTML base element. For each instance of an HTML <base> tag in a document, a Base object is created.
Base对象代表着HTML的base元素,每当有一个HTML的<base>标签建立，一个Base对象也就被随之建立
IE: Internet Explorer, F: Firefox, N: Netscape, W3C: World Wide Web Consortium (Internet Standard).
